Japanese Vegetable Gardens, why are they humped?

I’m currently staying in the part of Japan where there is a lot of rice fields. Some times I’ll see empty fields that look like they are full of hills, or someones vegetable garden, again humped but this time with vegetables on top. In Canada we don’t do this (Or at least not that I’ve seen or heard of) so I’m interested in knowing the reason why. The family that
